9. APPROVAL OF PROCLAMATION IN SUPPORT OF NATIONAL MENTORING MONTH
Description

January has been designated as National Mentoring Month, in which America calls on men and women across the country to get involved with the mentoring movement.

10. APPROVAL OF SALARY SCHEDULE AFFECTED BY THE CHANGE IN FLORIDA MINIMUM WAGE
Description
Due to an increase in the State of Florida's minimum wage the following salary schedule affected by the change is presented for approval.

11. ENTRY OF FINAL ORDER
Description
The School Board must enter a Final Order in the case of School Board v. O'Connell.  Administrative Law Judge Lynne A. Quimby-Pennock entered a Recommended Order recommending that Mr. O'Connell's employment be terminated.  Subsequently, Mr. O'Connell resigned his employment.  The Proposed Final Order adopts the Findings of Fact and Conclusions of Law in the Recommended Order and finds the termination moot as Mr. O'Connell's employment has already ended.

Recommendation
That the Final Order in the case of School Board of Sarasota County, Florida v. Douglas S. O'Connell, Case No. 14-2339TTS, be adopted as presented.

12. APPROVAL OF AFFILIATION AGREEMENT BETWEEN SUNCOAST COMMUNITIES BLOOD BANK AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board offers to enrolled students a Health Science program and Suncoast Communities Blood Bank manages a health care facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and clinical skills in a health care facility and Suncoast Communities Blood Bank has agreed to make its facility available to School Board for such purposes.



Recommendation
That the Affiliation Agreement between Suncoast Communities Blood Bank and The School Board of Sarasota County, Florida be approved as presented.

13. APPROVAL OF THE EMMA E BOOKER LAURA BUSH GRANT TO THE LAURA BUSH FOUNDATION FOR AMERICA'S LIBRARIES
Description
COMPETITIVE: Grant funds of $7,000 will allow the Emma E. Booker Elementary School to purchase books to meet the needs of students and teachers.

Recommendation

FIELD TRIPS

14. APPROVAL OF NORTH PORT HIGH SCHOOL NAVAL JUNIOR RESERVE OFFICER TRAINING CORP STUDENTS FIELD TRIP FEBRUARY 5-8, 2015
Description
This professional development trip will inspire cadets to increase their level of knowledge in Naval Science as well as support existing STEM programs.

Recommendation
That the field trip for the Naval Junior Reserve Officer Training Corp students of North Port High School to visit Kings Bay Naval Submarine Base in Kings Bay, Georgia, on February 5 - 8, 2015 be approved.

EXPULSIONS

15. APPROVAL OF EXPULSION ABEYANCE CASE NO.14-368
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program. This student is being placed in alternative school.



Recommendation
That expulsion case no. 14-368 be held in abeyance per School Board Policy 5.34(4).

16. APPROVAL OF EXPULSION CASE NO. 15-166
Description

The student listed in Expulsion Case No. 15-166 is in violation of an accepted settlement agreement for Alternative School Placement due to non-attendance. On November 12, 2014 the student violated School Board Policy 5.30 Possession of Weapons and 5.30 Possession of Drugs &/or Paraphernalia. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 2, 2015.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 15-166, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 2, 2015.

17. APPROVAL OF EXPULSION CASE NO. 15-100
Description

The student listed in Expulsion Case No. 15-100, is in violation of an accepted settlement agreement for Alternative School Placement due to non-attendance. On October 10, 2014 the student violated School Board Policy 5.32 Drug Use &/or Possession on school bus. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 19, 2016.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case NO. 15-100, to expel the student reference therein from the Sarasota County Schools, be approved effective immediately until January 19, 2016.

18. APPROVAL OF EXPULSION CASE NO. 14-254
Description
The student listed in Expulsion Case No. 14-254, is in violation of an accepted settlement agreement for Alternative School Placement due to initiating a Declaration of Intent to Terminate School Enrollment. On February 5, 2014, the student violated School Board Policy 5.32 Repetitive disobedience, Defiance, &/or Insubordination. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until May 29, 2015.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-254, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until May 29, 2015.

Bids to provide 'HVAC DX and Light Commercial AC Systems Installation, Maintenance, and Repair Services' were received from seven vendors on December 3, 2014.  The bids of Air Mechanical and Service Corporation, D and D Mechanical Services of Florida dba Myakka Heating and Cooling, and United Mechanical, Inc., were the best low bids meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these services are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Air Mechanical and Service Corporation, D and D Mechanical Services of Florida dba Myakka Heating and Cooling, and United Mechanical, Inc., to provide 'HVAC DX and Light Commercial AC Systems Installation, Maintenance, and Repair Services' in an amount not to exceed $500,000.00, be approved as presented.

Description
Bids to provide 'HVAC Mechanical Services' were received from six vendors on December 3, 2014.  The bids of Johnson Controls, Inc., and United Mechanical, Inc., were the best low bids meeting the advertised specifications based on a sealed scenario.  The bid of Comfort Systems USA Southeast was non-responsive to the requirement to provide a minimum of a Class A HARV Contractor's License.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Johnson Controls, Inc., and United Mechanical, Inc., to provide 'HVAC Mechanical Services' in an amount not to exceed $250,000.00, be approved as presented.

Bids to provide 'HVAC Factory Chiller Service and OEM Repair Parts' were received from four vendors on December 3, 2014.  The bids of Daikin Applied, Johnson Controls, Inc., and Tampa Bay System Sales, Inc., dba Tampa Bay Trane were the best low bids meeting the advertised specifications based on a sealed scenario.  The bid of Carrier Commercial Services was non-responsive to the requirement to provide a Class A HARV Contractor's License.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Daikin Applied, Johnson Controls, Inc., and Tampa Bay System Sales, Inc., dba Tampa Bay Trane, to provide HVAC Factory Chiller Service and OEM Repair Parts in an amount not to exceed $750,000.00, be approved as presented.

23. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

24. APPROVAL TO AWARD BID #15-0026 FOR RECYCLING SERVICES - SCRAP METALS AND WHITE GOODS
Description

A bid to provide 'Recycling Services - Scrap Metals and White Goods' was received from Trademark Metals Recycling on December 17, 2014.  The bid meets the advertised specifications and is for a period of one year with the option to renew for two additional one-year periods.  These services will generate revenue for the District.



Recommendation
That the bid of Trademark Metals Recycling, to provide 'Recycling Services - Scrap Metals and White Goods', be approved as presented.

25. APPROVAL TO AWARD BID #15-0309 FOR ITV EQUIPMENT AND INTEGRATION
Description
Bids to provide 'ITV Equipment and Integration' were received from four vendors on December 16, 2014.  The bid of Command Corporation was the best low bid meeting the advertised specifications.   The funds for this purchase are contained in the capital budget allocated for the project.

Recommendation
That the bid of Command Corporation, to provide 'ITV Equipment and Integration' in the amount of $58,000.00, be approved as presented.

Description
Bids to provide 'Asphalt Paving Services' were received from three vendors on December 10, 2014.  The bid of Gator Grading and Paving, LLC, was the best low bid meeting the advertised specifications based on a sealed scenario.  The bid of Advanced Asphalt of Southwest Florida, Inc., was non-responsive to the requirement of providing a lime rock base.  This bid is for a period of one year with the option to renew for two additional one-year periods.  Funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Gator Grading and Paving, LLC, to provide 'Asphalt Paving Services' in an amount not to exceed $300,000.00, be approved as presented.

CONSTRUCTION

28. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE HERON CREEK MIDDLE SCHOOL AND TRIAD PORTABLE DEMOLITION PROJECT
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein in Change Order #1 for approval.  The Director of Construction Services has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the final payment to contractor be approved as presented.

29. APPROVAL OF UPDATE #1 TO THE 2015 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description
The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County Schools projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list was Board approved on 1/6/2015 (Item #28).  The newly added firms are identified in the enclosure at the end of the initial listing.  Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.

Recommendation
That Update #1 to the 2015 Annual Certification of Professionals for Construction Related Services be approved as presented.

30. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of  ($901,793.76) in gross contract dollars.

Included in these change orders are ($923,464.51) credit of Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($871,007.09) result a net of $52,457.42 in sales tax savings.

FINANCE

31. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING NOVEMBER 30, 2014
Description

The Superintendent's Financial Statements for the month ending November 30, 2014 does not expect any unexpected trends for the second quarter of the 2014-2015 fiscal year.  The General Fund has reversed the negative trend with the receipt of property tax revenue.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.



Recommendation
That the Board approve the Superintendent's Financial Statements for the month ending November 30, 2014 as presented.

New Business
32. APPROVAL OF A JOINT PROJECT AGREEMENT TO IMPROVE STORM WATER MANAGEMENT AND THE HUDSON BAYOU AT SARASOTA HIGH SCHOOL
Description
As part of the renovations of the Sarasota High School campus the Board has a desire to improve the waterways and storm water management on the campus, particularly those associated with the Hudson Bayou estuary.  Sarasota County Government has received a Southwest Florida Water Management District (SWFWMD) Cooperative Funding Grant in the amount of $300,000.00 that requires a matching amount of $300,000.00 to create storm water improvements.  This JPA (Joint Project Agreement) establishes the opportunity for the School Board and Sarasota County to cooperate in the design, permitting and construction of storm water improvements on Hudson Bayou where it currently flows through Sarasota High School property to both improve the look and feel of Sarasota High School and to reduce the amount of sediments entering Sarasota Bay.  This JPA also establishes that the County and the School Board will share the grant "match" at $150,000.00 each.  Project oversight will be provided by Sarasota County staff.  Funds for the School Board's half of the match are set aside in the current project budget.

Recommendation
That the Board approve the Joint Project Agreement (JPA) between the Sarasota County Government and the School Board of Sarasota County, Florida, to match funds and execute a grant from SWFWMD to improve storm water management and the Hudson Bayou on the campus of Saraosta High School as presented.

33. APPROVAL OF FINANCIAL ADVISORY COMMITTEE MEMBER
Description
The Financial Advisory Committee is a citizen-based, independent group of individuals that serve at the pleasure of the Superintendent and the School Board Members of the School Board of Sarasota County, Florida.  The Committee serves in an advisory capacity and as a resource of the School Board and the Superintendent on financial matters.  There is currently one vacancy on this committee. The Superintendent is recommending Mr. Jim Blucher, effective February 1, 2015.

Recommendation
That the Board approve Mr. Jim Blucher as a member of the Financial Advisory Committee, effective February 1, 2015.
